[A] Scope of Service:
1) Government Authority is seeking approximately three appropriately qualified vendors to provide Scanning, Coding (predictive and/or automated; subjective and/or objective), Copying and related services (hereinafter, “the Services”), including, but not limited to, document inspection (with indices and photographs), document pick-up, document preparation, document scanning, coding the scanned documents in terms of various objective/bibliographic and/or subjective fields of information, re-assembly of original documents, production of media containing volumes of scanned documents and/or scanned and coded documents, creation of databases of scanned and/or scanned and coded documents, and the return delivery of the re-assembled documents to their place of origin upon the completion of processing.
2) Related services may include, but are not limited to, imaging, indexing, bates stamping, file conversion services, productions to .tiff, .pdf or other format, provision of blowbacks and professional services.
3) It is anticipated that the majority of the Services will be performed at the contractor’s facility or facilities, though there may be circumstances in which the document preparation, scanning, coding, copying and re-assembly will be performed at offices maintained by third parties and/or by City of New York agencies.
4) The Department anticipates awarding the contracts to firms that demonstrate that they offer the full range of the services and have the capacity to handle large scale litigation-specific scanning, coding and related database creation requirements including creation of various load file formats. However, because the volume of such services is driven by litigation, much of which is defensive in nature, the Department cannot commit to a specific volume of work to any selected vendor in any given year.

6) Firm shall provide a fully automated electronic submission of Medicaid information that eliminates paper and simplifies the billing process.
7) Firm will maintain compliance with all federal regulations regarding Medicaid billing.
The electronic system must be able to accept electronic data file for billing from web-based student database Internet Explorer 7 (password protected) or higher.
9) The database shall generate monthly, quarterly, and yearly reports for auditing, accountability and reliability purposes.
10) The system is able to maintain files as required by Medicaid.
